The benefit isn't particularly difficult to quality for when all is said and done. Employees haven't always been educated about the existence of this benefit. According to the VA, the A&A is one of the agency’s lesser known benefits. But only about 38,000 of those veterans were granted A&A benefits that year. Veterans Homes Program
Sometimes they can also be in a separate building within the vicinity of the medical center. To participate in the State Veterans Home program, VA must formally recognize and certify a facility as a State Veterans Home. This is probably the most common approach to entering a nursing home. Persons whose countable assets exceed the Medicaid limit must spend down their assets on nursing home care until their countable assets no longer exceed Medicaid’s asset limit. For example, most states have a Medicaid asset limit for a single person of $2,000. If an individual has $15,000 in countable assets, they must spend down or pay for their own nursing home care for about two months until they have only $2,000 remaining. Entering a nursing home on “private pay” (spending one’s own money out-of-pocket) is much easier than entering with Medicaid as the payer. Once the resident has entered the nursing home, they can easily switch to Medicaid as the payer when they become Medicaid-eligible.

Retired military pay, VA disability pay, federal retirement and Social Security payment increases coming in 2023. VA pays a portion of the veteran's cost if the state meets VA standards.
A Community Living Center is designed to resemble home as much as possible. There are activities for veterans of all ages, veterans are allowed to decorate their rooms, and keep pets. Learning opportunities include didactic or classroom experiences, competency-based clinical practice with a qualified RN preceptor, and participation in nursing-focused clinical conferences. The big drawback to this approach is if something goes wrong in the Medicaid application process. Potential nursing home residents must require a nursing facility level of care, regardless of the presence of SMI or ID, for Medicaid-funded nursing home admittance. This pre-admission level of care screening might be combined with the PASRR or might be a separate review, depending on the state in which one resides. While the exact pre-admission review process differs between states, with some states having additional layers of entrance assessments, each state has a standard process. This process should be fairly easy to navigate with the assistance of one’s state Medicaid agency.
The VA will only pay for Community Nursing Home care for those who meet eligibility criteria including service connected status, level of disability, and income. One would think that getting a Medicaid-eligible, aging parent, spouse, or other loved one into a nursing home would be a relatively easy process. However, due to the nuances of Medicaid acceptance and the complexities of nursing home law, it is not a simple, nor a fast process.
